Spin City handlar om vice borgmästaren Mike Flaherty som tillsammans med sin knasiga personal ständigt fick ta hand om borgmästarens problem. Och någon normal personal på kontoret fanns det nog inte, ett par exempel var den hormonstinne Stuart och den blygsamme James.

Mike Flaherty spelades av Michael J. Fox fram till 2000 då hans sjukdom, Parkinsons sjukdom, gjorde sig påmind.

In one episode, Carter Haywood (Michael Boatman) and Stuart Bondek (Alan Ruck) go to a Rangers game and get a chance to compete in a shot from center contest. Stuart is the only person wearing a Detroit Red Wings jersey, a reference to Ruck's role in Ferris Bueller's Day Off (1986).
Carla Gugino originally had second billing as reporter Ashley Schaeffer, carrying on a secret romance with Mike Flaherty (Michael J. Fox) during the first season. She was subsequently written out to make Mike unattached, allowing more storylines.

The first four seasons of the series were filmed in New York City, New York. When Michael J. Fox left the show, and was replaced by Charlie Sheen, production for the remainder of the series moved to Los Angeles, California.
In "Young Guns (1988)," Emilio Estevez, who is the older brother of Charlie Sheen, shoots a man named Charlie Crawford, which is the name of Sheen's character on this show. Charlie Crawford was shot in one episode of this show.
